Accelerating infrastructure recovery and reconstruction in Gaza and the West Bank
A new agreement between UNOPS and the Ministry of Public Works and Housing of the State of Palestine marks a critical step toward scaling up the early recovery and planned reconstruction of essential infrastructure.
The Memorandum of Understanding (MoU) – signed by Minister Eng. Ahed Fayek Bseiso and Karuna Herrmann, Director of the UNOPS Jerusalem Office – establishes a comprehensive framework for cooperation in the public works and housing sectors.
Under this partnership, UNOPS will provide technical advisory, operational and resource mobilization support to the Ministry, which will lead all cooperation activities in alignment with Palestinian policies.
The collaboration specifically targets urgent infrastructure needs in the West Bank and the Gaza Strip, focusing on sustainability and local ownership.

The agreement is effective for an initial period of five years, providing a stable foundation for long-term project implementation and resource mobilization from the international donor community.

At the current rate that materials are entering Gaza, it will take more than half a century to meet housing needs. None of the 12,600 houses destroyed a year ago has been rebuilt.
